Description and Requirements
The Manager, IT Infrastructure Finance & FinOps is responsible for providing strategic financial leadership across Asia Infrastructure, Cloud, and Technology Operations. The role drives financial planning, forecasting, cost optimization, cloud financial governance, cost allocation, transfer pricing, project financial management, asset financial management, and executive financial reporting.
This individual serves as the primary financial partner to Infrastructure leadership, enabling data-driven investment decisions while ensuring transparency, accountability, and optimization of technology spend across data centers, cloud platforms, networks, security services, end-user computing, and infrastructure transformation initiatives. The role owns regional IT financial governance, including budgeting, forecasting, cost allocations, intercompany recharges, transfer pricing planning, project financial oversight, and executive reporting.

Core Responsibility Areas
1. IT Financial Planning, Budgeting & Forecasting
- Lead annual operating and capital planning processes for Asia Infrastructure.
- Own Infrastructure Opex and Capex budgets across Data Center, Network, Cloud, Security, Workplace, and Infrastructure Services.
- Develop forecasts, long-range plans, and financial models supporting strategic initiatives.
- Perform variance analysis between actuals, budget, and forecast.
- Deliver executive-level financial insights and recommendations.
- Support business cases and investment approval processes for infrastructure initiatives.
2. Cloud Financial Management & FinOps
- Lead FinOps practices across Azure and other TokenOps platforms.
- Develop cloud cost governance frameworks and optimization strategies.
- Monitor cloud consumption, utilization trends, and cost drivers.
- Drive cost optimization initiatives, including rightsizing, reserved capacity, storage optimization, and resource governance.
- Develop cloud financial dashboards and executive reporting.
- Partner with engineering teams to improve cloud cost efficiency while maintaining operational performance.
3. Cost Allocation, Transfer Pricing & Recharge Management
- Design and manage Infrastructure cost allocation methodologies across Asia.
- Establish allocation models for Data Center, Network, Security, Cloud, Workplace, and Shared Infrastructure services.
- Manage intercompany recharge and cost recovery processes.
- Lead transfer pricing planning, governance, and financial tracking activities.
- Partner with Finance, Tax, and Legal teams on transfer pricing documentation and compliance requirements.
- Develop chargeback and showback models to improve financial transparency and accountability.
- Validate cost pools, allocation drivers, consumption metrics, and recharge calculations.
- Produce executive reporting on technology consumption and cost distribution across countries, business units, and functions.
- Support audits and reviews related to allocations, recharges, and transfer pricing activities.
4. Project & Portfolio Financial Management
- Build and maintain project financial models and investment business cases.
- Track project budgets, forecasts, commitments, actual costs, and benefits realization.
- Provide financial governance across Infrastructure and Transformation portfolios.
- Monitor financial risks and budget overruns.
- Support steering committees with project financial reporting and investment recommendations.
- Develop executive dashboards showing budget consumption and forecasted project outcomes.

5. Financial Operations & Management Reporting
- Support month-end and quarter-end financial processes.
- Manage accruals, allocations, recharges, capitalization, depreciation, and reporting activities.
- Develop executive scorecards and financial performance reporting.
- Produce monthly Infrastructure financial reviews for leadership.
- Ensure integrity and consistency of financial data across finance and operational systems.
6. Asset Financial Management
- Govern financial lifecycle management of Infrastructure assets.
- Oversee capitalization, depreciation, amortization, transfers, and disposals.
- Support management of asset accounting repositories and reporting solutions.
- Ensure compliance with accounting standards and corporate policies.
- Improve financial transparency and reporting of infrastructure investments.
7. Systems, Analytics & Automation
- Own financial reporting and planning tools supporting Infrastructure Finance.
- Develop automated dashboards and executive reporting.
- Drive continuous improvements in financial reporting, forecasting, and analytics.
- Leverage AI, automation, and data analytics to improve forecasting accuracy and financial transparency.
- Partner with enterprise technology teams to improve data quality and governance.
8. Governance, Controls & Audit
- Ensure compliance with US GAAP, IFRS, and corporate policies.
- Maintain strong financial controls and governance practices.
- Support internal and external audits.
- Partner with Finance, Tax, Procurement, Legal, and Compliance stakeholders to ensure policy adherence.
- Drive continuous improvement in governance and financial transparency.
9. Vendor & Commercial Financial Management
- Support commercial evaluations, sourcing decisions, and vendor reviews.
- Track technology vendor spend and contractual financial commitments.
- Provide financial analysis supporting renewals, managed services agreements, and transformation initiatives.
- Monitor realization of financial benefits and value delivery from technology investments.
Key Experience Requirements
- 10+ years of experience in Technology Finance, Infrastructure Finance, FP&A, FinOps, or IT Financial Management.
- Experience supporting large-scale Infrastructure and Cloud organizations.
- Strong knowledge of budgeting, forecasting, capitalization, depreciation, amortization, and financial reporting.
- Experience with cost allocation, transfer pricing, recharge models, and shared services financial structures.
- Experience managing project financial governance and technology investment portfolios.
- Experience supporting technology budgets exceeding USD 15M preferred.
- Strong knowledge of ERP and financial management platforms such as Apptio, SAP, Oracle, PeopleSoft, or similar.
