To provide CFCR guidance, advice and oversight for Wealth and Retail Banking (WRB") business, with primary focus on Private Banking Customer Due Diligence (PvB CDD") and with mutual coverage support to Retail Banking (RB") CDD as required:

To provide CFCR guidance, advice and oversight for Wealth and Retail Banking (WRB") business, with primary focus on Private Banking Customer Due Diligence (PvB CDD") and with mutual coverage support to Retail Banking (RB") CDD as required:
- Act as the primary CFCR advisory contact for PvB CDD matters, providing timely and risk-based advice on client onboarding, periodic review, trigger review, enhanced due diligence, source of wealth/source of funds, high-risk client escalations, CDD remediation and other client lifecycle matters.
- Apply deep technical expertise in HKMA AML guidelines, UHNW onboarding expectations, complex ownership structures, trusts, offshore vehicles, nominee arrangements, and source of wealth/source of funds assessment to support proportionate and defensible CDD outcomes.
- Provide confident, risk-based judgment and appropriate sign-off or recommendation for high-risk accounts, PEPs, complex source of wealth/source of funds cases, and escalated client onboarding or review matters, within applicable delegation and governance arrangements.
- Articulate problem statements clearly, identify root issues and regulatory considerations, and work with business and control partners to develop compliant, practical solutions that streamline the client onboarding journey without compromising AML, sanctions, conduct or broader CFCR standards.
- Work closely with the RB CDD team to support mutual coverage, including sharing knowledge, aligning advisory positions where appropriate, and providing back-up support during peak workload, absence, urgent regulatory requests or other business-as-usual coverage needs.
- Support the development and implementation of consistent, risk-based CDD standards and controls across PvB and RB where relevant, while recognising segment-specific regulatory, product, client and operational considerations.
- implement the vision, strategy, direction and leadership of CFCR team, consistent with CCO's vision and strategy for the CFCR function and in support of the Bank's strategic direction and growth aspirations .
- Promote the culture and practice of compliance with CFCR standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank and embed a Here for good culture and the Group Code of Conduct;
- Establish close links with CFCR colleagues in the country and the Group and partners leading other Client segments and/or Product Groups to achieve common platforms and work plans, implementing a One Bank approach to covering all Clients.
- Support WRB business, particularly in Digital Banking space arising from the fast - growing and rapidly evolving business and regulatory environment. This includes but is not limited to AI initiatives, digital and VA related projects etc.
- Input to Country Business operating model design of relevant Compliance, FCC and business processes
- Build and maintain an effective and constructive relationship with all key business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality conduct, financial crime & compliance-related advice and guidance to enable the business and functions to meet/ achieve their strategic tactical objectives.
- Advise Business Heads, Relationship Managers and senior stakeholders pragmatically on complex CDD and onboarding matters, while maintaining a firm, independent and clearly articulated compliance position on risk boundaries, minimum control standards and escalation expectations.
- Provide advice, analysis (and challenge when appropriate) in relation to the WRB including product design, new business initiatives, bespoke projects, remedial activities (including nature, scale and rigour of past business reviews), and transactional advice.

- A recognised university degree or professional qualification in Law / Finance / Accounting / Business or related discipline
- Minimum 8 years of relevant compliance experience working within financial services industry
- Sound knowledge of rules, regulations and statutory requirements of Hong Kong Monetary Authority and/or other regulatory bodies such as Securities and Futures Commission
- In-depth Industry Knowledge in retail banking, particularly in Digital Banking
- Effective communications skills (written and spoken)
- Strong analytical skills
- Good interpersonal skills and a team player
- Good judgement
- Ability to work under pressure
- Independence and robustness
- Personal authority, integrity and ethics
- Professional Accreditation such as Enhanced Competency Framework (ECF) under the HK Institute of Bankers (HKIB) would be an advantage
